Environmentalists, homebuilder groups at odds over new code proposal in St. Louis area

Environmental groups and homebuilders disagree on proposed in codes in St. Louis County, Mo. Homebuilder groups want to remove recommendations adopted by the International Code Council to test for air leakage, install programmable thermostats, and put in high efficiency lights. Environmental groups say failing to adopt the change could cost a new homeowner about $150 more a year in energy bills.
