The New York Times reported that the number of foreclsoures and serious delinquencies has dropped in the past year.
As the national outlook on problem mortgages begins its trek back to normal, the number of homeowners who remain upside down on their mortgages is 17 percent, down from 21 percent in 2013 and 31 percent in 2012. As of October 2014, the national foreclosure rate was down 26 percent, 65 percent below the peak in September 2010.
