Mississippi tops the list of the least expensive places to live with a cost of living index at 87.8 (U.S. average is 100). There are low property taxes, affordable housing and entertainment, and lower-priced food, utilities, and healthcare. Other states that came in near the top of the list include Tennessee, Kentucky, Oklahoma, and Indiana.
