Despite drought, Folsom, Calif., city manager envisions 10,000 new homes

Folsom Lake, the sole source of water for Folsom, Calif., is close to historically low levels at only 29 percent of its capacity.

Nevertheless, the community’s city manager, Evert W. Palmer, envisions 10,200 new homes and 25,000 more people. He says there is enough water for Folsom’s population to grow to nearly 100,000 by 2036.

According to Palmer, limiting development would hurt the community. “That would create unnecessary economic hardships here to benefit others,” Mr. Palmer told The New York Times. “And while I’m a citizen of the planet, I’m also paid to manage the home team.”
